
Chris Foster is the Director of Business Development for Boeing Electronic and Information Solutions, where he is responsible for leading global business capture opportunities and partner engagement across the division. This includes all elements of the Boeing Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance capability area, signals intelligence, as well as critical infrastructure protection and cybersecurity businesses. Prior to joining Boeing, Foster was director of business development at Raytheon’s Cyber Security and Special Mission business. Before joining Raytheon, he was director of business development and strategic planning for the Government Systems Division of Northrop Grumman. He previously served as Deputy Secretary of Business and Economic Development for the State of Maryland, where he was also the state’s “tech czar", advising leadership on science and technology investments and strategy. Prior to joining the private sector, Foster spent 20 years in the U.S. Marine Corps and retired as an aviation logistics officer for the V-22 Program Task Force. He also taught electrical engineering at the U.S. Naval Academy and Naval Postgraduate School, and served as an Avionics and Aircraft Maintenance Officer. Foster holds an electrical engineering degree, Master’s degrees in applied physics and electrical engineering from the U.S. Naval Postgraduate School, and completed the University of Chicago’s executive marketing program. He is currently a Ph.D. candidate at University of Maryland College Park .
