Phil Celestini currently serves at Fort Meade as the Senior FBI Liaison to NSA and U.S. Cyber Command. Celestini is a 23-year veteran Special Agent of the Federal Bureau of Investigation who has served in a wide variety of field division and headquarters assignments. In 2013, Celestini was promoted to Assistant Special Agent in Charge for FBI Birmingham Division, where he led the National Security and Intelligence Branch with oversight of all cyber, counterterrorism, counterintelligence, and Field Intelligence Group operations. He next moved to FBI Baltimore Division as supervisor of the Maryland Joint Terrorism Task Force (JTTF) and Supervisory Senior Resident Agent responsible for all criminal investigative, cyber, and intelligence operations in western Maryland. He also supervised the division’s Crisis Response Squad, commanding the SWAT, Evidence Response, HAZMAT Response, and Bomb Technician teams. From 2004 to 2006, Celestini served with distinction at the White House as Director for Combating Terrorism, Crisis Response and Incident Management for the National Security Council (NSC). During this prestigious detail assignment he exercised national oversight for many of the post-9/11 improvements to law enforcement incident response policy, and he helped restructure crisis response operations for NSC staff and the White House Situation Room. His policy portfolio also included serving as the NSC lead for interagency information sharing improvements, CBRN incident response, and international energy security policy. In 2002, Celestini was promoted to Supervisory Special Agent and spent two years as a program manager in the Domestic Terrorism Operations Unit of the Counterterrorism Division at FBI Headquarters. There he directed national strategy and increased the use of sophisticated techniques such as wiretaps and undercover operations against top priority domestic terrorism threats. Celestini’s first Bureau assignment was the Greensboro Resident Agency of the Charlotte Field Division, where he worked for over ten years as a field agent on all manner of criminal investigations including violent crime task forces, white-collar crime, public corruption, counterterrorism, WMD, and drug trafficking investigations. Celestini received his Bachelor of Science degree from the United States Air Force Academy in 1986, and he also holds a Master of Science Degree in Public Safety Leadership.
